Note : No sale of plots shall be made by any Promoter unless Licence under PAPR Act, 1995 to any Mega Projects has been issued or exemption U/S 44 of PAPR Act, 1995 Notification/orders has been issued by the Government.*Procedure for grant of approval to Mega Projects : In a meeting held under the chairmanship of Hon’ble Chief Secretary, Govt. of Punjab, procedural steps to grant approval to the mega projects for the development of townships, shopping malls and multiplexes under the Department of Housing and Urban Development has been laid down. Seeking such an approval would involve the exercise details as Follows:-1.Submission of location plan before the matter is put up to the Empowered Committee by the applicant promoter/developer.2. Submission of legal documents for signing agreement after incorporating conversion charges, licence fee/ external development charges. Department concerned to execute the agreement within 7 days.3. Copies of the sale deeds of at least 50% of the land under project to be submitted within 6 months of the execution of agreement. Agreements of the remaining 40% land and details of 10% land to be acquired by the State Government at the cost of the developer shall also be submitted alongwith.4. Issue of change of land use order after receiving conversion charges.5 Submission of layout plan for approval of the competent Authority under the Punjab Apartment & Property Regulation Act -1995 (PAPRA-95)6.Issue of requisite notification under section 44 by the Department of Housing & Urban Development in case exemption from PAPRA. 1995 mandated by Empowered Committee. Booking/pre-launching to be restrained before issue of this notification/grant of licence.7. Applications for allotment would be processed/ scrutinized by a dedicated cell created by the Department of Housing & Urban Development, Government Punjab. So as to ascertain whether the proposed project primafacie qualifies to be a mega Project and is not contrary to the policies of the State Government.8. Clearance of building plans within the period specified in the building byelaws.9.Department of Housing & Urban Development to examine/explore whether any legislation/ amendments required to ensure the usage of plots/apartments in accordance with the terms and conditions.Prominent among present in the meeting were Sh.
